BULK LIQUIDS
PURPOSE
The CG-ENG-5 Division is responsible for development and maintenance of regulations and standards that cover the carriage of bulk liquids by vessel. This includes attending the International Maritime Organization's subcommittee on Pollution Prevention and Response (PPR) and associated technical ESPH working group that updates the International Code for the Construction and Equipment of Ship's Carrying Dangerous Chemicals in Bulk (IBC Code). Furthermore, the division is responsible for updating and maintaining domestic regulations in 46 CFR Subchapter D (Flammable and Combustible Liquids) and 46 CFR Subchapter O (Certain Bulk Dangerous Cargoes).
TRIPARTITE AGREEMENTS
The Bulk Liquids team processes tripartite agreements in accordance with IMO guidance found in MEPC.1-Circ.512 - "Revised Guidelines for the Provisional Assessment of Liquid Substances Transported in Bulk." Anyone interested in initiating a tripartite agreement should contact the Hazardous Materials Division. A PPR product data reporting form will be required.
NEW CHEMICAL CLASSIFICATION
The Bulk Liquids team also classifies new chemicals for domestic carriage in accordance with Subchapter O of 46 CFR. Anyone interested in shipping a new chemical not listed in Subchapter O should contact the hazardous materials division. Physical property and toxicological data will be required in order to complete an evaluation and assign carriage requirements.
