ABOUT US


The Cruse Ship National Center of Expertise (CSNCOE) was created in 2008 to serve as the Coast Guard’s focal point for cruise ship compliance, including the training of cruise ship examiners, assisting OCMIs in the completion of Certificate of Compliance examinations,  consultation to Commandant, liaising with industry stakeholders, and interpretation & execution of standards and policies.  The CSNCOE initially had 5 members, and now our team is made of 9 of the world’s leading experts in cruise ship safety compliance. 

Our team is organized to provide maximum agility in serving the Coast Guard field units, the Commandant, and the cruise industry.  Our expert staff is made up of certified Foreign Passenger Vessel Examiners, Instructors, and ISO Lead Auditors.  We perform construction oversight examinations at overseas shipyards prior to ships entering U.S. waters.  We also perform in-service examinations with our regional field units nationwide to ensure the quality and consistency of the USA Port State Control program.

Our staff manages a suite of training services for apprentices, journeyman, and advanced inspectors, including the FPVE Course, Self-Paced e-Learning Course, and FPVE Capstone Course.  We visit our regional authorities to deliver classroom training modules and on-the-job training onboard ships.  Additionally, our team performs audits of our regional units to ensure compliance with the Coast Guard Mission Management System.
