- Task Statement 24-02, The National Offshore Safety Advisory Committee is tasked as follows:
- Evaluate CVC Policy Letter 23-04.
- Provide to the Coast Guard concerns with the policy letter.
- Prioritize the list of concerns and provide recommendations, including justifications, for the top three concerns.
- NOSAC may consider strategies used by companies operating on the U.S. Outer Continental Shelf (OCS) or engaged in OCS activities for coming into compliance with the updated 46 U.S.C. 11101
- The Committee may also offer other recommendations as appropriate related to this task.
- Task Statement 24-03, The National Offshore Safety Advisory Committee is tasked as follows:

- Prioritize the list of concerns and provide recommendations, including justifications, for the top three concerns.

- Identify current industry standards and recommended practices related to DP that are in use on the OCS. Where appropriate, explain how these are applied.
- Suggest ways which the USCG, through consideration of the existing industry standards identified above, could take action to mitigate those risks identified in Step 1 via future Coast Guard policy and guidance.

- Final Report on the Shell Auger Accident Investigation Report and Lifesaving Recommendations (minor technical correction requested by Committee Chair prior to acceptance)
- Occasional Towing Subcommittee Update
- Task statement issued for review of the Seacor Power accident report by the NTSB, CG policies and NVICs related to liftboats, their stability and operations, industry and Class Society standards and make recommendations for areas under CG purview (regulations, policies and NVICs). This includes:
- Review CG existing policy letters, NVICs, Commandant Instruction Manuals, and regulations that are applicable to the stability, operations, and operational limitations for liftboats operating on the U.S. OCS and propose recommended changes if appropriate.
- Review the NTSB’s Final Report’s recommendations and identify areas where NOSAC’s expertise could be utilized to assist the USCG with updating policies and or regulations for liftboats.
- Review classification society and industry standards for liftboats and identify areas where gaps may exist respective to liftboats.
- Review any additional public reports on the capsizing and identify areas where the Committee believes the U.S. Coast Guard should take action to reduce risks of future incidents. Note: This includes the USCG Report of Investigation (ROI) if it becomes available in time to include in this task statement, per clarification between the Committee and the Designated Federal Officer (DFO).
- Provide any additional recommendations that the subcommittee believes are relevant to this tasking.
- Task statement issued for review of 33 CFR Subchapter to identify and prioritize areas in need of revision to include:
- Identify gaps to activities currently being conducted on the OCS. This could include, but may not be limited to, those areas where new activities/operations are occurring that are beyond current regulations; areas where technological advancements have exceeded current regulations; or activities occurring as a result of non-mineral energy activities.
- Identify existing standards the OCS industry is using to mitigate the identified gaps.
- Prioritize the top five gaps the Committee identified as the highest risk to safety to personnel and the environment.

- OMSA/Aires Marine concerns with inconsistency of support vessel policies for offshore wind support in USCG Districts 1 and 5 (specifically in regard to transfer of excess fuel), with recommendation for the CG to ensure consistency with policy/allowances similar to District 8 policies that have been utilized for O&M support vessels for decades.
