Summary: The Port Security Risk Assessment Tool (PSRAT) was developed by the U.S. Coast Guard as a risk assessment tool enabling users to assess terrorism risk facing targets within their area of responsibility. Included here is the PSRAT User's Manual and the tool created as a Microsoft Access 2000 based application. This database can be used as a template for other government entities own risk assessment purposes.
