ABOUT US


The Marine Safety Laboratory (MSL) is a Coast Guard headquarters unit under the direction of the Office of Investigations and Casualty Analysis (CG-INV-1). MSL provides forensic oil analysis and expert testimony in support of the oil pollution law enforcement efforts for field investigators, Districts, Hearing Officers, National Pollution Funds Center, Department of Justice, and other Federal agencies. We are the Coast Guard's sole facility for performing forensic oil analysis.

Forensic Oil Analysis "Fingerprinting" is defined as: "The application of specific knowledge of petrochemicals and use of sophisticated analytical equipment and techniques to identify the source(s) of oil pollution."
