Traveling Inspection Staff (CG-5P-TI/NCOEs)

David E. Porco has served as a Training Specialist with the Traveling Inspector Staff (TI) since July 2022. The Traveling Inspector Staff is responsible for overseeing the commercial vessel fleet from small passenger vessels to deep draft ships. They provide field commanders and marine inspectors with consult on a range of issues from repair to policy implementation and regulatory compliance. Within the TI office, there are four Prevention National Centers of Expertise (NCOEs) that are tasked with serving as the Coast Guard’s resident experts on all things pertaining to the cruise industry, liquefied gas/alternative fuels industry, outer continental shelf industry, and the towing vessel industry and are scattered about the United States.
As a Training Specialist (TS), David is seen as an authoritative consultant who plans, develops, implements, coordinates and reviews CG workforce development solutions in support of the four abovementioned NCOEs.
David has over 35 years of military/public service with the U.S. Army, U.S. Coast Guard, and as a CG Civilian. His last assignment before retiring was a Traveling Inspector with CG-5P-TI, while acting as a Project Manager for the development of the Marine Inspector Performance Support Architecture (MIPSA). Previously, he served as the Marine Inspections and Investigations Assistant Administrator for the USCG Port State Control Course at Training Center Yorktown. His responsibilities were to ensure that apprentice Port State Control Officers became familiar with both U.S. domestic regulations, as well as international regulations, and how to properly apply them to specific foreign vessel types. He was also an instructor in the Marine Inspections Course (MIC), an adjunct instructor for both the International Maritime Officer Course (IMOC) and the International Maritime Domain Awareness Course (IMDA).
David is a 2006 and 2007 graduate of Excelsior College, in Albany, NY with an Associates in Electronics/Instrumentation and a Bachelor of Science in Admin/Mgmt. He is also a 2007 graduate of Trident University International, in Cypress, CA with an (MBA) Graduate Certificate in Strategic Leadership.
